Appeal Hearings

When will I be assigned a hearing date?
DLG will be notified by mail approximately 14 days prior to the hearing with date, time and location for all residential properties; approximately 30 days' prior notice is given for all commercial properties.

What should I do if I am not able to attend my scheduled hearing date?
There is no need for you to attend the hearing. DLG attorneys will attend the hearing on your behalf and deal with all of the inconviences like traffic, parking and delays waiting for your case to be called.


Taxation

Who sets taxation rates?
The county tax millage is set by Allegheny County Council. School tax millages are set by local school boards. Municipal tax millages are set by individual municipalities.

How are my taxes calculated?
Real estate taxes are calculated by multiplying the property assessment value times the millage rate for each specific taxing entity. The Allegheny County millage rate for 2011 is 4.69 mills. Every Municipality and School District sets their own individual millage rates.

LET'S TAKE FOR EXAMPLE A HOME LOCATED IN DORMONT:
Current assessed value $100,000

County millage rate: 4.69 (100,000 x .00469 = a county tax of
$469.00
Keystone Oaks School millage rate: 22.03 (100,000 x .02203 = school taxes of
$2,203.00
Dormont millage rate: 14.00 (100,000 x .014 = local taxes of
$1,400.00
Total Taxes
$4,072.00

NOW ASSUME THE ASSESSMENT IS RAISED TO $150,000:
Current assessed value $150,000

County millage rate: 4.69 (150,000 x .00469 = a county tax of
$703.50
Keystone Oaks School millage rate: 22.03 (150,000 x .02203 = school taxes of
$3,304.50
Dormont millage rate: 14.00 (150,000 x .014 = local taxes of
$2,100.00
Total Taxes
$6,108.00

In this example, both the assessment and the resulting taxes increased 50%. That is an additional $2,036/year and $20,360 over 10 years.

If You Are Dissatisfied with the Outcome of Your Hearing

Any party may appeal the decision of the Board of Property Assessment Appeals and Review (the "BPAAR") to the Court of Common Pleas, Board of Viewers. An appeal to the Board of Viewers must be made within 30 days of the mailing date indicated on your disposition issued by the BPAAR.

Appeals must be filed with the Department of Court Records, Civil/Family Division, and there is a fee charged for this filing. The Department of Court Records, Civil/Family Division, is located on the first floor of the City-County Building, 414 Grant Street, in downtown Pittsburgh. In the alternative, appeals may be e-filed at http://dcr.alleghenycounty.us/.
